Abstract

Purpose

The Navy Nurse Corps is part of a team of professionals that provides high quality, economical health care to approximately 700,000 active duty Navy and Marine Corps members, as well as 2.6 million retired and family members. Navy Nurse Corps manpower management efficiency is critical to providing this care. This paper aims to focus on manpower planning in the Navy Nurse Corps.

Design/methodology/approach

The Nurse Corps manages personnel primarily through the recruitment process, drawing on multiple hiring sources. Promotion rates at the lowest two ranks are mandated, but not at the higher ranks. Retention rates vary across pay grades. Using these promotion and attrition rates, a Markov model was constructed to model the personnel flow of junior nurse corps officers.

Findings

Hiring sources were shown to have a statistically significant effect on promotion and retention rates. However, these effects were not found to be practically significant in the Markov model. Only small improvements in rank imbalances are possible given current recruiting guidelines. Allowing greater flexibility in recruiting practices, fewer recruits would generate a 25 percent reduction in rank imbalances, but result in understaffing. Recruiting different ranks at entry would generate a 65 percent reduction in rank imbalances without understaffing issues.

Practical implications

Policies adjusting promotion and retention rates are more powerful in controlling personnel flows than adjusting hiring sources. These policies are the only means for addressing the fundamental sources of rank imbalances in the Navy Nurse Corps arising from current manpower guidelines.

Originality/value

The paper shows that modeling to improve manpower management may enable the Navy Nurse Corps to more efficiently fulfill its mandate for high‐quality healthcare.

Abstract

Purpose

Against the background of increasing infrastructure loss in many rural areas, this study aims to contribute conceptually and empirically towards better understanding of rural innovation processes related to provision of public goods.

Design/methodology/approach

The nationally focused understanding of innovation processes leads the debate on rural development into a dilemma that this study seeks to sidestep via the concept of social innovation. Community cooperatives – a type of social enterprise that has increasingly emerged in rural areas of Germany in the past decade – offer the opportunity to examine social innovation processes. This cross-case study reveals the broad range of activities in which such cooperatives are active and analyses their social innovation processes.

Findings

The study shows that the social innovation governance framework enables examination of social innovation processes. Although macro-level policy has appeared to be an important instrument for financing social innovation, public actors at the micro-level seem barely able to initiate social innovation processes unless they are also private actors and, therefore, can pursue additional incentives. The social innovations studied here seem to differ in terms of their actor constellations and resource-allocation patterns, depending on whether they are concerned with the establishment or maintenance of local infrastructure. What they have in common, however, is the initiation of formalised collective-action processes that serve to legitimise social innovation.

Originality/value

By applying an analytical framework that is new to the literature on social innovation, the study provides insight into the activities and decision-making processes of actors involved in social innovation in rural areas. In this context, community cooperatives have rarely been studied as an interface between public, private and civil society actors or as a platform for mobilising human, social and financial capital.

Abstract

Adjustment to a post‐Doha trading regime will be disproportionately costly and difficult for developing countries. Increased aid is vital for the poor countries if they are to grasp the opportunities provided through trade and meet transition costs. With aid‐for‐trade, for the first time, the developed countries have another bound and meaningful commitment that they can offer developing countries. Our proposal to provide new resources to meet adjustment needs, however, does not suggest that trade, when combined with aid, will be a panacea for developing countries. Interactions between trade, aid, and broader development policies and reforms are important.

Abstract

Purpose

The purpose of this paper is to reconstruct the development of industrial relations (IR) in Germany since the end of the Second World War and discusses the current challenges posed by economic globalisation und European integration.

Design/methodology/approach

Combining a political economy, identifying Germany as a coordinated market economy (social market economy), and actor-centred historical institutionalism approach, outlining the formation and strategies of the main social actors within a particular institutional setting, the paper draws on the broad range of research on IR in Germany and its theoretical debates, including own research in the field.

Findings

The legacy of the key institutional settings in the post-war era – primarily the social market economy, co-determination at supervisory boards, works councils and sector-based non-ideological unions with their analogously organised employer counterparts, as well as the dual system of interest representation – has shaped the German IR and still underlie the bargaining processes and joint learning processes although trade unions and employers’ associations have been weakened because of loss of membership. In consequence the coverage scope of collective agreements is now somewhat reduced. Despite being declared dead many times, the “German model” of a “conflictual partnership” of capital and labour has survived many turbulent changes affecting it to the core.

Originality/value

The paper presents an original, theoretical informed reconstruction of the German IR and allows an understanding of the current institutional changes and challenges in the light of historical legacies. Additionally the theoretical debates on path dependence and learning processes of collectivities are enriched through its application to the German case.

Abstract

Purpose

This paper aims to present the literature review on engagement in marketing, specifically on the concept of actor engagement (AE), to identify the most influential countries, authors, journals and institutions, their structure and research lines.

Design/methodology/approach

This review was carried out from a bibliometric and network analysis of documents published in the Scopus and Web of Science databases.

Findings

A total of 223 documents were found that were scientifically mapped in this field. The network analysis identified four perspectives or research clusters: customer engagement, the conceptualization, co-creation of value and service ecosystems. Finally, the agenda for future research is presented.

Originality/value

This paper carries out a bibliometric and network analysis, so far not done, of the literature on AE in which its perspectives and future lines of research were identified.
